| The central region undertake the industry transfer, is China’s in-depth implementation of western development, and it vigorously promote the central region of the major strategic. The transfer of industries optimizes the input of industrial structure, promote their economic development, but it leads to occupy large amount of land, resulting in many landless peasants. While these farmers permanently loss the land, they only got limited financial compensation. In the case of a serious lack of other social security, they were forced to become a special group of" no work, no education, no identity, no protection ",which divorced between the urban and rural land. And now, the struggle surrounding the land acquisition is still escalating. The problem of landless peasants not only affects the success or failure of China’s industrial transfer, restricting China’s economic development and social stability. Therefore, combine the transfer of industries and landless peasants to study, is an important problem to be solved in the farmers’ interests in security policy studies in China.I seem the game theory as a theoretical perspective, based on the main interest of the government, villagers’ committees, businesses, and landless peasants, from the perspective of public policy, to explore the real cause of the damaging interests of landless peasants. Finally, I try to solve the problem of landless peasants by integrating a policy system:namely, to safeguard the legitimate rights and interests of the peasants as a starting point, and continuously improve and refine the land requisition system, improve the coordination role of the leadership role of local governments and farmers’ self-organization, enhance the landless peasants comprehensive strength, and ultimately achieve the twin goals of sustainable development by the sound development of enterprises and landless peasants.There are two innovations in this paper. First, seem the central region of the strategic rise as the historical background, study industry transfer and landless peasants, greatly enriched the field of research. Second, seem game theory as the theoretical perspective, analyze the game behavior between multi-stakeholders in the land acquisition process, it helps to identify the real cause of damage to the interests of landless peasants, and find the solutions to this problem from the policy level. |
