Research On Social Security Of The Landless Peasants Under The Citizenship Vision

In recent years, China has maintained a high rate of economic development. Urbanization and industrialization also further deepened. Accompanied by the acceleration of urbanization and industrialization process, a large number of rural land has been taken, resulting in a new social group-landless peasants. Due to the existence of the dual structure of urban and rural, as well as the long-standing policy to support industrial development in rural areas, a large number of farmers lost their land,so their long-term livelihood turned into difficulties,because there is no reasonable placement and as a national social security system for landless peasants is unestablish. Lack of social security of landless peasants, and damage the interests of the landless peasants, became the focus of social conflict. It has seriously affected the healthy and stable development of China’s economy, which has become a social problem to be solved.From the perspective of citizenship,this paper analyze the reasons for the lack of social security of China’s peasants, and give the corresponding solution. The first step, land compensation and resettlement policies in China after the founding of the comb and is divided into four stages:"start, adjust, improve, and explore ".We analyze the characteristics of the various stages of policy, to be able to grasp the future direction of land compensation and resettlement policy reform. The second step, research the status of landless peasants in China social security, and intrduce the "land for security " and "small-town insurance policy in recent years the Farmers Social Security problem.And pointed out the problem of the existence of land compensation too low as well as social security serious localization. The third step is the crossing point and the interaction of the social security theory and citizenship theory, to obtained Social Security Theory which is directly correspond to the social rights of citizenship in the legal and political rights to social security,which is a strong support. And the next reason to analyze and make policy recommendations to lay a theoretical foundation. The fourth step, from the theoretical point of view of citizenship, discuss resulting in a lack of social security of landless peasants because of the lack of landless farmers’ legal rights, political rights and social rights. Final step, according to the status and causes of the above, to reform the household registration system and land property rights system, set a reasonable public interest, smooth demands channels of landless peasants, establish a reasonable divided interest return mechanisms and landless peasants to improve their ability to achieve self-sufficiency.
