Since Chinese market was opened, China’s rapid economic development provides a very good opportunity for construction enterprises, huge investment in water conservancy and hydropower construction, water resources and hydropower construction enterprises in the country ushered in the golden age of development. But after recent decades of development, with the constant development of water conservancy and hydropower resources, Water Conservancy and hydropower market will gradually enter the post-hydropower era. Coupled with reserve labor shortages resulted from China’s aging intensification, the substantial increase in construction costs and management costs, and competition is growing in intensity and so on, have made hydropower construction enterprises are faced with insufficient living space, and also encountered a bottleneck in the development. The hydropower construction enterprise’s urgent problem needs to be solved is how to seize the opportunities of the times to meet the difficult challenges.The water conservancy and hydropower construction S bureau, was founded in1954, has more than50years of history. Since its inception, it has mainly engaged in hydropower construction business, including various types of large and medium-sized hydraulic and hydroelectric engineering construction, manufacture and installation of metal structures, Installation and construction of foundation treatment. With the development of the enterprise, S has been investing in high-speed rail, highways,mining and metallurgy exploitation, industrial and civil construction projects, urban water supply projects,overseas international engineering and so forth。Considering the macro and micro environment, as well as the particularities of its business, bureau S as a hydropower construction enterprise is faced with many opportunities and challenges, with adjustments of relevant national policy, the deepening of the market-driven hydroelectrically economy and coming of post-hydropower era. So it becomes particularly important for bureau S, which should think from a strategic level and adjust the future development direction, to develop practical institutional arrangements and keep its core competitiveness, in order to achieve sustainable development, combining the enterprise’s own internal and external environment.Based on the strategic management theories, this paper analyzes the challenges and opportunities faced up with S in the extra environment which consists of macro-\industrial-\and competitive environment by using scientific strategic analysis method. Considering this corporate current situation, we try to figure out its advantages and disadvantages in resources, abilities and competitive power, make sure its position in market and describe market competitive environment. Our paper employs SWOT to put forward an alternative proposal for this company’s overall strategy and establishes its developmental strategy pertinent to its core purpose and target. We present competitive strategy for this corporate by using Boston Matrix under guiding of overall strategy and propose suitable measures related to implement strategy. The conclusions and practical implications are summed in the end.
