Research The Public Cultural Services’ Equalization Of Financial Transfer Payment

"12th Five-Year Plan" will continue to promote the equalization of public cultural services, in order to narrow the gap between the region. CPC Central Committee also made it clear that actively building public cultural service system in the whole society meets basic public cultural needs of the citizens, and achieves the equalization of public cultural services. At the same time, it needs to improve the fiscal transfer payment system for regional development, implement the scientific concept of development. To this end, studying the effects of public cultural services’ financial transfer payment in the current inter-regional, to reduce regional financial differences and achieve the equalization of public services has an important significance.As a preliminary theoretical exploration, this paper first to sort out the relevant literature and basic concept of equalization of public cultural services’transfer payments, including advanced theories and models of domestic and foreign, and combines with the reality of China’s fiscal transfer payment to raise questions. Secondly, according to the principles of fairness and efficiency, the paper builds two indicators of fiscal capacity and financial needs, to study the equilibrium effects of public cultural services’financial transfer payment from the perspective of the inter-regional comparison. And it uses qualitative and quantitative methods to analyze the effects of public cultural services’transfer payments. The conclusion is that the net transfer payments and horizontal transfer payments of public cultural services between regions have uneven development. Finally, the paper attempts to put forward minimum guarantee equalization mode of public cultural services. And as a realistic starting point of the minimum guarantee equalization mode, the paper proposes the targeted recommendations for the problems of public cultural services’ transfer payments, in order to provide a little humble opinion for the equalization of public cultural services and sustainable development.
