Since the tax distribution system of the finance management system was introduced in 1994, in order to address the issue of income gap between the governments, our state has began to introduce the system of transfer payments. In general, the central government has made a lot of achievements in the work of transfer payments, such as increasing the total pay every year, optimizing the structure, and so on. The transfer payments of central government have become a strong support to local government expenditure. However, with the further development of socialist market economy, uneven economic development between different regions is gradually expanding. The transfer payments of central government are facing more serious challenges. Xinjiang is an autonomous region of ethnic minorities and located in northwest China. Because of its special political and economic status, Xinjiang has been the focus of the transfer payments of the central government. Therefore, this article intends to select Xinjiang as a typical. The author will put forward proposals on the reform of transfer payments by studying the central effects of transfer payments in Xinjiang. Full of ideas can be divided into the following sections:Chapter I: Introduction. It explains the background and significance of this paper, summarizes research results at home and abroad, and determines the ideas and methods of this paper.Chapter II: This chapter describes the theoretical basis of transfer payments, and provides theoretical support for below.Chapter III: This chapter describes the historical process, main structure and current situation of Central government transfer payments.Chapter IV: Empirical Analysis of the central effects of transfer payments in Xinjiang.Chapter V: This chapter reveals the unfavorable effect of central government transfer payments in Xinjiang.Chapter VI: This chapter gives advices about further improving the effect of transfer payments in Xinjiang.
