While the open recruitment of middle managers and senior managers has become the normalization of state-owned enterprise, especially large state-owned enterprise, the primary managers are generated by internal selection as before. In recent years, the nation has made significant adjustment in talent strategy, and put compulsory requirement on the competitive hiring of state-owned enterprises managers. As the most important form of competitive selection, open recruitment will gradually flourish in the state-owned enterprises.DF company is one of major and key state enterprises, and is the SASAC of the State Council supervision enterprise, with business throughout the world, products around the world, belonging to one of the largest225worldwide engineering contractors. It has great typicality and representativeness in research of open recruitment of primary managers in large state-owned headquarters.In this paper, using theory related to recruitment in human resource management, we analyse and research on case about open recruitment of primary managers of DF headquarters in2012, and then construct publicly recruitment programs for primary managers of the large state-owned enterprise headquarters with usage of competency model.Firstly, this paper describes recruitment related theory, including human resource management, job analysis, as well as the operation plan, recruitment announcement, application form and evaluation involved in recruitment process. Then we introduce open recruitment case of DF headquartered, including the background of the case, reasons of open recruitment, etc, and focus on introducing every aspect of the open recruitment and work as well as the final results, and do positive and negative multianalysis of the primary management in DF headquarters. In subsequent, we study on the characteristic of primary manager. The research and design of human resource, job application form, examination evaluation, conversation before appointment and trial period management are discussed in this part.In addition, we do some analysis and study on the particularity of the state-owned enterprises, to find out all these peculiarities are reflected in the program. Finally, we also analyse the scientific use of recruitment results, and just open recruitment is just a means of personnel selection rather than the result of view.
