At present, with sustainable economic development and social progress, makingtechnological advances replace traditional elements into consumption has become animportant factor in promoting economic growth, while technological advances have alsobecome an important indicator to measure a country or region economic development,which is the most important means of technological innovation. R&D investment is ameasure of the regional scientific and technological development and an importantindicator of the degree of attention of scientific and technological innovation;particularly in R&D funding is to support the development of the whole technologicalconditions. In recent years, China’s R&D funding are increasing, but between regions interms of R&D output there is a great imbalance, so the R&D input and output efficiencystudies imminent. At the same time, how to optimize R&D investment, the effective useof R&D resources to achieve optimal allocation of resources to promote regionaleconomic sustainable and healthy development, has a very important practicalsignificance.Based on the regional innovation basic theory and R&D investment theory, theinternal mechanisms of regional innovation systems and R&D investmentcharacteristics and sources were analyzed to establish R&D investment mechanism inregional innovation systems by analyzing R&D investment and regional scientific andtechnological innovation and economic interaction of development, and then carry outR&D investment efficiency evaluation from technical efficiency, economic efficiencyand social efficiency of the three areas, and as a basis to build regional innovationsystems R&D investment efficiency index evaluation system.
