| Innovation is the main power of the regional economic sustainable development, Enhancing the regional innovation capability and efficiency is the important way to realise the scientific development concept and promote the regional economic development good and fast.On December 2007,the country gived official approval of Changsha, Zhuzhou and Xiangtan city into a national "Resource-conserving & Environment-friendly society" building reform experimental zone. On December 2008, "City Cluster of Changsha, Zhuzhou and Xiangtan" reform program was approved by the State Council.Against such background, It has practical significance for researching on the sustainable development of regional innovation system.Learning from different perspectives at home and abroad to regional innovation systems research,basing on the regional innovation system theory and regional sustainable development theory,this paper defined the sustainable development of regional innovation systems theory. Combination of domestic and regional innovation performance evaluation methods and practice, and set up a set of sustainable development-oriented regional innovation system performance evaluation system,as "3+5" City Cluster in Hunan for example. Applying factor analysis for the impact of four factors: knowledge innovation, technological innovation, innovation environment and the economic and social performance evaluation. Building a three stage model, appraises technical efficiency, economic efficiency and social efficiency for estimating the region innovation system efficiency with the method of DEA.At last, the paper puts forward some relevant policy based on the results of the evaluation. |
