In the21st century, mankind has entered a new knowledge-based economic era. Insuch an era, uniqueness of human resource and knowledge capital advantage turns intocore skills of enterprises and the value of human resources has become a mark to measurethe whole competitive force of enterprises. Faced with new situations of coal miningindustry and coal mining enterprises’ changes from labor-intensive into capital andtechnology-intensive, human resource management of enterprises should emphasize howto attract people, employ right people, keep people and better display the competitiveadvantage of human resources. Influenced by system and concepts, state-owned enterprises,especially state-owned coal enterprises, has been falling behind in human resourcemanagement, which greatly restricts the improvement of enterprise competitiveness andvitality and affects enterprise’s healthy and sustainable development.This paper concludes the current situations of human resources both at home andabroad and states relevant theories of human resource management and its system design;It analyzes current situations of Xinyao coal mine about human resource management, andproblems and reasons existed in human resources from four aspects like selecting, training,planning and salaries, etc.; This paper confirms target and principles of Xinyao coal minehuman resource management system project and designs human resource managementsystem of this coal mine, including recruitment configuration, human resource planning,training and developing, performance management, salary and welfare, and laborrelationship management, etc. At last, this paper puts forward ten countermeasures fromimproving human resource management and accelerating the development of humanresource management, aiming at providing help for strengthening human resourcemanagement and improving core competitiveness of Xinyao coal mine. Meanwhile, thisalso offers reference for human resource management for other state-owned coal mineenterprises.
