Risk Control Of Toll Highway Investment

China’s highway toll system and its related theory are in the special historicalbackground of highway infrastructure severely fettered the economic and socialdevelopment. After experiencing three decades of rapid development, the bottleneck whichhighway facilities affected on economic development was gradually eased. By enhancingroad traffic capacity, strengthening inter-regional links, optimizing network convergence, therapid development of toll highway contributes to the vitality of the social and economicdevelopment of our country. At the same time, it should be seen that investment risk isbecoming increasingly prominent while the toll highway develops. How to controlinvestment risks and promote the healthy development of turnpikes is an important issuecurrently which required in-depth analysis and research.Firstly, through the theoretical issues related to toll highway and risk managementresearch, and based on the analysis of the present status of the toll highway in China and theproblems in the process of development, by multivariate nonlinear regression and theproportion of toll highway constitute the future to forecast the high grade highway’s mileage,this paper tries to obtain the scale of possible future toll highway. Through status quo of thetoll highway investment and debt situation of analysis, the paper puts forward to theimportance and necessity of toll highway investment risk. Through identifying the tollhighway risk of different stages of life cycle analysis, this paper constructs the fuzzy networkanalysis model to evaluate the investment risk factors, so that it can be targeted to selectcorresponding risk control measures from the evaluation results, to achieve dynamic controlof toll highway investment risk. Finally, the paper proposes internal and external measures tocontrol toll highway investment risks from the two aspects of toll highway industry and theenterprise.
