Along with China’s economic system from the planned economy transition to themarket economy and the adjustment of industrial structure of defense technologysector intensively, the business environment of Military enterprises has been hugelychanged. The transformation and upgrading strategy implementation of defensetechnology sector points out the path and the direction for military enterprises whichcan survive and develop in the dynamic environment, so many military enterpriseshave embarked on the road of transformation and upgrading.That the military enterprises have the capabilities which are consistent to thechange of environment is the key to realize transformation and upgrading successfully,which not only has influence on the sustainable development of enterprises but alsoon national security. Therefore, it is very important to study and make thecompetences of military enterprises’ transformation and upgrading match the actualsituation of military enterprises. It provides some basis for making decisionscientifically, allocating resources reasonably and implementing the transformationand upgrading strategy successfully.The object of this paper is military enterprises (especially military enterprises inGuizhou). Based on the theories of dynamic capabilities, firm growth and strategicmanagement, the paper researches and analyses the content of the transformation andupgrading and the capabilities of transformation and upgrading of military enterprises.By analyzing the process and the key factors of the military enterprises’transformation and upgrading, the paper confirms and analyses essential factors oftransformation and upgrading capabilities and put forward the assumptions. Besides,this paper analyses the capabilities cultivated process from the dynamic capabilitiesperspective and put forward the assumptions about the relationship of the factors of military enterprises’ transformation and upgrading capabilities. In the part of positiveanalysis, the softs of the SPSS statistics19.0and AMOS17.0are used to verify theearly assumptions and we concluded that the transformation and upgradingcapabilities of military enterprises are made up of the ability of the response to theenvironment, the strategic management and control ability, the sustained innovativepower and the ability of civil-military integration and the four kind of abilities arepositively related to the military enterprises’ transformation and upgradingcapabilities and each other, in addition, the four kind of abilities and theirsconstituent elements have different important orders. At last, judging by the precedinganalysis result, some countermeasures and suggestions which aim at cultivating andpromoting transformation and upgrading capabilities of military enterprises areproposed to provide reference for the practice of military enterprises’ transformationand upgrading.
