Study On The Factors And Countermeasures Of Electronic Information Industrial R&D Institutions Located In Inland In The View Of Public Administration

Public administration has its obvious feature as a cross subject, and is widely usedin all fields of society, different researchers will be analyzed from different angles byapplying the theory and method to study the different phenomena. As the core of thepublic administration, government bear the responsibility to improve inland’ R&Denvironment, enhance regional R&D capacity, promote industrial innovation andachieve a strong industrial nation. In China, electronic information industry is a nationalstrategic, guiding and pillar industry, its R&D institutions represent the highest leveland core competitiveness capability of independent innovation, especially have a greatsignificance to achieve Industry Promotion. In recent years, with the rising costs ofproduction factors in eastern coastal areas, the startuping and Implementation ofstrategies such as "Western Development","Rise of Chinese Middle Region",“Innovative Country”, and having been affected by the economic crisis, electronicinformation industry has shown a inter-regional transfer trend: from the southeast coastto the central and western regions. Large-scale labor-intensive sectors of the industryshift to Chongqing, Chengdu, Zhengzhou, Xi’an, Wuhan and other cities. So theMidwest has become a growth pole of China’s electronic information industry, and facesunprecedented opportunity for development. However, compared with the east coast orthe developed countries, inland areas’ electronic information industry is more extensive,the proportion of labor-intensive and low-end manufacturing is large, low-cost becomethe main driving force. R&D design of technical barriers, product sales of trademarkcontrol have hampered industry value chain extension. Coupled with being short ofintroduction and cultivation for the R&D institutions, technological innovation isgreatly restricted, the information industry is no competitive advantage. With theopportunities and challenges, government how to deal with and resolve it has becomean important issue,which is worth to study.Therefore, for the purpose of building R&D centers’ gathering highlands andimproving regional innovation capability and industrial competitiveness, from theperspective of the R&D environment satisfaction, construct the index system contained30factors. Use the sample data from127valid questionnaires, apply to correlationanalysis and multiple linear regression model, find out the10main influencing factors,which is highly relevant and larger role in promoting the location inland of electronic information industrial R&D institutions. Then, compared with the importance andsatisfaction of influencing factors, by application of the mean difference method toquantify and classify the all factors’ different situations and levels，identify the5factors:transformation institutional and financial support, risk subsidy policy’ effectiveness, theperfect degree of technology exchange market, R&D personnel, corporate reputationand brand influence, that need to be solved urgently from10major factors, and analyzeits causes. Finally, based on the perspective of Public Administration，for the fivefactors’ cause analysis,put forward the5countermeasures:“Service Administration”、“Performance Administration”、“Legislation Responsibility”、“ResponsibilityAdministration”、“Finite Administration”, thus providing reference for inland areas toachieve industrial revitalization.
