As an emerging industry, tourism has received strong support from the State and localgovernments, and the boom of tourism in turn injects new vitality to the economy. Withthe advent of the high-risk era, the sensitivity and vulnerability of tourism itself is destinedto be with deficiencies as being extremely vulnerable under the influence of a variety offactors, which lead to frequent crises, huge economic losses and casualties. During theoutbreak of a tourism crisis, the market mechanism fails, and the government-led crisismanagement is the best choice.As a part of the public crises, tourism crisis is independent of the public crises, whichis also the inducement of the tourism crisis. It is shown in the statistical studies that themajor adverse effect on Chinese tourism industry is the worldwide public healthemergency, and the second major adverse effect is violence impact. Violence impact,however, is of shorter duration, which can return to the pre-crisis levels in the short term.Currently, the impact of incidents on Chinese tourism industry as a whole has fullyupgraded, so the legal system construction of tourism crisis management must be elevatedto a new level. The government lacks crisis awareness in tourism crisis management andeffective crisis management organization, and the tourism crisis management relies mainlyon the administrative department of the government. In cope with the frequent tourismcrises and in reduction of the societal loss of the crises, the G-3T tourism crisismanagement model is put forward, which is to fully mobilize the functions of tourismindustry associations, tourism enterprises and tourists, conduct comprehensive,three-dimensional management and fully upgrade the capability and efficiency inresolving tourism crisis.The basic theory is summarized in this paper with document analyses, and themethod of comparative analysis is employed to conduct a comparative research intodomestic and foreign tourism management practices. Taking advantage of the backgroundtrend line, the inducements and the future development of the tourism crises are studied.With the combination of the methods of qualitative and quantitative analyses, the social impact of tourism crises is studied, which provide the government with more specificbases in tourism crisis pre-warning and policy formulation.
