The pension security system is usually the core of the social security system aroundvarious countries and regions, relating to the basic livelihood issues of well-being,which hasa significant impact on the overall socio-economic development. Historically, the evolution ofthe process of China’s urban pension insurance system has been with progressive features ofcompulsory institutional change, the government has led the reform of the system ofsupplying the entire process. In the founding of New China, the government according to theprevailing socio-economic environment established workers and office workers including thetown retirement system, inspired the masses to join the socialist construction of enthusiasm.Since the reform and opening up, the government will reform the pension system as thesupporting measures to establish and improve the socialist market economic system,eventually established the basic old-age insurance system of social pooling and individualaccounts, and initially built urban pension system with Chinese characteristics. But with theaging trend of deepening and the end of demographic dividend, the current pension system isincreasingly unable to meet the basic needs of urban resident pension, effectiveness andsustainability of the system is facing unprecedented challenges. Based on this, we use ananalytical framework of institutional change mechanism depth reform process of China’surban pension insurance system, and puts forward policy proposals, hoping to provide somereference for our country to continue to improve urban pension insurance system.Specific arrangements are as follows: First, the general theory of institutional change arediscussed, with highlighting the conditions and the general pattern of the system content,composition and institutional change in this paper. Then we design a study of China’s urbanpension system analysis framework including the historical point system, the role of thegovernment, the interaction of interest groups and the final form of institution, using theanalytical framework to carry out a detailed discussion about urban workers and institutionsof staff about insurance system for different groups. Finally, we evaluate the current urbanpension insurance system from the four dimensions of values and organizational concepts ofthe system, contemporaries and conditions of adaptability, effectiveness and sustainability ofthe system, and then put forward relevant reform measures.
