Abstract/Summary:
Public technology policy is an important component of the national industrial policy, andit is the guiding document used to direct a nation’s scientific and technological developmentand application. A scientific and normative evaluative system of the public technology policycan benefit the optimization of technology policy, so as to promote the progress of technology.In this time of economic globalization, public technology policy becomes an significantexogenous variable quantity. Therefore, the evaluation of study on public technology policyseems essential, if our country wants to develop our own comprehensive national strength,and catch up with and surpass the advanced technological level in the world.With the approaches of documents research, questionnaire analysis and surveys, thisthesis analyzes the existing problems of technology evaluation policy: the main body ofevaluation is the government; lack of perfect evaluative supervising system; lack ofsystematicness in evaluation quota; the way of evaluation is single and it can not adjust to theneed of multielement evaluation of public technology policy;Evaluation environment is notconducive to the justice; it is lack of specialized policy evaluation organization, and it isnecessary to improve its independence and professional competence; the evaluation resultsare lack of development and utilization, as a result, its functions can not be performed well.Through the analysis of advanced foreign experience, the author put forwards thefollowing strategies to perfect the evaluation of public science and technology policy: First,to establish a scientific assessment concept, and pay more attention on the public science andtechnology policy evaluation; Second, to set a scientific evaluation system, which is not onlyto reflect the effect of public science and technology policy, but also to reflects the efficiencyand effect of policies; Third, to establish an independent, professional assessmentorganization; Forth, to achieve the institutionalization of public policy evaluation; Fifth, toestablish policy evaluation information network system.
