Since the1990s, with the widespread use of in-depth development of economicglobalization and information technology, accelerating globalization services.Multinational companies will begin non-core business functions contracting servicesto foreign countries in order to enhance the core competitiveness of the offshoreoutsourcing industry is an important shift in the wave form.Known as the "BRICS" inChina, India, Russia, Brazil and South Africa will continue to improve their ability toaccess package to attract offshoring, for the fierce competition between the fivecountries.Vigorously develop the offshore service outsourcing business will helpoptimize the industrial structure of China’s transformation of economic growth modeand solve the employment problem, so how to improve our ability to access packagehas important research value.In this paper, BRICS for the study, to explore the key factors to undertakeoffshore outsourcing services, and finally make relevant policy recommendations. Thearticle is divided into five parts. The first part is an introduction, describes thebackground and significance of research papers, research innovation and literaturereview as well as domestic and foreign ideas and methods described herein; secondpart reviews the theoretical roots of the primary offshore outsourcing; third part isundertake an overview of offshore outsourcing BRICS analysis and comparison;fourth part is the focus of this article, the qualitative and quantitative factors to starttwo angles BRICS undertake offshore service outsourcing theoretical and empiricalanalysis. The fifth part of this paper is to study summary and outlook and how toimprove our ability to access the package put forward policy recommendations.The main innovation of the paper are: First, the angle of the groundbreakingresearch. Select paper BRICS emerging and developing countries as a research object.Second, innovative research methods. Five selected papers from1994to2012, thelatest panel data econometric model by constructing an empirical analysis to examinethe extent of the selected factors that affect the docking package volume.
