The rapid development of modern information technology as represented by mobileInternet, cloud computing and big data changed the visage of e-commerce and informationservices widely and deeply. At the same time, with intensifying of competition and increasingof demand for personalized customer service, the higher requests of quality and level ofinformation service were raised. Telecom operators’ information service is facing newchallenges and opportunities. In order to adapt to the development and needs of changes intechnology and business model, it seems imperative that telecom operators make innovationon business model of information service.The paper firstly analyzes the development present status and business model innovationneeds of telecom operators’ information services, the problems (business homogenization,insufficient control of industry chain, product clutter, and single profit model) and users’demands (demand scale, demand level and demand attribute) of telecom operators’information service were summed up, the necessity of innovation of business model wasdiscussed, which is the starting point of researching innovation solution of business model oftelecom operators’ information services.Then, the paper selects eight representative information service enterprises as researchobjects, and applies Grounded Theory to analyze and code the business model materials ofthese enterprises systematically, then draws a business model architecture which takes e~3-valuecreation process as main line, contains four modules (e~3-value orientation, e~3-value creation,e~3-value delivery and e~3-value realization) and eight elements. Based on this, the conceptualframework model of innovation of business model of information service was constructed,which is the system framework of exploring innovation way of business model of telecomoperators’ information services.Once again, the innovation models and methods of business model of telecom operators’information services were discussed from four system aspects: e~3-value orientation, e~3-valuecreation, e~3-value delivery and e~3-value realization. In e~3-value proposition module, e~3-value propositionwas confirmed by users’ demands; in e~3-value creation module, the cooperation model based onindustrial collaboration and the management model based on Sophisticated operation wereproposed.; in e~3-value delivery module, the marketing model that combines precision marketingand marketing mix and service model based on products portfolio were proposed; in e~3-valuerealization module, the profit model based on differential charging and revenue targetexpanding was proposed, which partly solve the problems,such as business homogenization, insufficient control of industry chain, product clutter, and single profit model.Finally, taking "12580" for example, business model status and existing problems of "12580" were analyzed, aiming at the problem, some innovation strategies and measures wereproposed, and then discusses the validity of the innovation from both qualitative andquantitative aspects.Research work of this paper provides a useful reference for telecom operators’ businessmodel innovation, and promotes the transformation and upgrading of information service.
