Aviation industry is regarded as "flower" of modern industry, the development of aviationindustry level represents the comprehensive strength of a country. Along with the large aircraftproject horse and low-altitude airspace opening up, China’s aviation industry ushered in the highspeed development period. In such a background, the local city in response to a national strategy,improve the regional economic development, realize the industrial transformation and upgrading,in succession to develop aviation industrial park planning and construction. Shaoxing is also underthe background of this development, plan and construct aviation industrial park. But behind themomentum of such power, there are a series of planning risks.In this paper, based on mere aviation industrial park planning risk, firstly constructs the riskidentification process, through the design based on risk check fish bone model and questionnaireresearch, based on planning perspective of Shaoxing aviation industrial park risk index system,realized the explicit understanding of risk; Second through the design of fixed weight based onrough sets and fuzzy evaluation model, the weighting of each risk factor to determine the overallproject risk degree; Then on this basis, build the Shaoxing aviation industrial park based on thetheory of the COSO risk control system, the design of Shaoxing aviation industrial park five bigrisk control system, and increases the risk prediction, using grey prediction model, theimplementation of the planning and risk of medium and long-term prediction.In this paper, on the basis of traditional risk management ideas, combining qualitative andquantitative, achieved the overall risk control, process a coherent and persuasive, effectivelyimplement the comprehensive control of aviation industrial park planning risk.
