Evaluation And Strategy On Nanchang City Low-carbon Economic

As the awareness of extreme climate, the concept of "low-carbon economy"being sought in developed countries and developing countries. At the beginning of2014, in most parts of mid-eastern China have emerged smog, which caused a hugeimpact to the rest of the people working and living with an area of about1.43million square kilometers, accounting for about15%of the land area. Therefore, moreand more organizations and individuals are aware of only a low-carbon economy toachieve sustainable economic and social development. Since the1980s, thegovernment of Nanchang began to take some measures, such as the project of"mountains, rivers and lakes", the idea of "both golden, silver hill and clean water,green mountains as well ", the concept of the "ecological city, eco-strong city", andthe promotion of "Poyang Lake ecological Economic Zone strategy ". All these hadeffectively promoted the development of low-carbon economy in Nanchang.Nanchang, as the capital city of Jiangxi Province, in the face of opportunities andchallenges of the development of the global low carbon economy wave, was out of therise of a competitive low-carbon path by accelerating the development of low-carboneconomy, relying on its own strength and a good level of industrialization in theecological environment of low levels of existing latecomer advantages.The development level evaluation index system of Nanchang carbon economywas constructed by resources, technology, lifestyle and economic, which included alevel indicators, four two-indicators and20three-indicators, based on the purpose,systematicness, comparability, scientificity and flexibility principles in this paper. Weobtained the evaluation index weight by using the Delphi method, AHP and yaahpsoftware, and measured out Nanchang comprehensive index of low-carbon economy,then judged the development level of low carbon economy of Nanchang. The resultsshowed that the level of low-carbon economy of Nanchang has been greatly improvedin recent years, with the comprehensive evaluation index increasing from0.1583in2003to0.7565in2012and carbon economy was from ultra-high type to the mid-hightype. However, the level of low-carbon economy of Nanchang is still low. The comprehensive evaluation index value was at0.42or less from2003to2006, whichare the type of ultra-high-carbon economy. It belonged to the type of high-carboneconomy from2007to2010, and the type of high-carbon economy from2011to2102,respectively. The linear regression analysis based on the data indicated that theeconomy types of Nanchang will be formally entered the ranks of low-carboneconomy by2018. To promote the development of low-carbon economy in Nanchang,We proposed to accelerate the development of low-carbon economy countermeasuresand developed low-carbon economic policies to provide more scientific basis forgovernment policy makers, to provide reference for the construction of low-carboneconomy in Nanchang from the aspects of the adjustment of industrial structure,development of low-carbon technologies, the optimizing energy structure, andpromotion of low-carbon lifestyle, etc, which based on the analysis of achievementsand the main problems of the development process of low-carbon economicNanchang in this work.
