Along with the speeding up of economic globalization, rapid progress in science andtechnology, knowledge economy era has arrived. Under the background of knowledgeeconomy, demands that we should not only have knowledge, more important is to put theknowledge into productivity. Therefore, the use of a mature information management system,become the inevitable choice for the further development of the large enterprises. In ourcountry, is one of the most important industrial sector of the oil industry, throughout thedevelopment of China’s oil industry, from the early central planning system, the state-ownedlarge and medium-sized enterprises in the market competition mechanism, and furtherdevelop into a large enterprise group as the main form of modern chemical industry systemand became one of the important pillar industry of national economy in our country. Due tothe characteristics of the oil industry and the particularity in the process of the reform ofstate-owned enterprises in China, China’s oil enterprises informatization construction situationis not optimistic. Enterprise’s information construction is a long-term process, informationconstruction and enterprise management is also take thy wife, informatization promotes thepromotion enterprise’s management, the promotion enterprise’s management will promote theinformationization construction, both to achieve positive interaction, to bring out the best ineach other, to create more value for the enterprise. Enterprise informatization construction, theimplementation of ERP and FMIS fusion is the purpose of this system. ERP and FMISintegration of centralized financial management is to realize the group headquarters under theguidance of decentralized management tool. The centralized financial management modelbased on E which system aims to help the group enterprise effectively eliminate geographicalbarriers, establishing a flattening of the financial organization structure, effectivecommunication is advantageous to the enterprise internal information and quick feedback,really group enterprise scale advantage into full play. It can not only realize the grouporganization to subordinate the centralized financial management of the enterprise, and canrealize scattered subordinate enterprise financial management, is to realize the group enterprise for group headquarters under the guidance of decentralized better tools.
