A Study On The Reengineering Of Huabei Oil Field Supply System

Huabei oil field, which is categorized to Petro-China, is experiencing the fiercepressure of competition. Huabei oil field is doing its best to improve operationefficiency, economical benefits and payoff capacity. Logistics Supplying System,which is important part for a company, should adapt to new circumstances andimprove operation efficiency to strengthen corporation competition power.Under such circumstances and background, this paper makes Supply SystemManagement (SCM) of Huabei oil field logistics supplying system as research object,mainly discusses the strategies of reengineering SCM and improves operationefficiency of SCM. It is the chapter's masterstroke to minimize SCM operation costunder the promise of satisfying customers demands, the paper uses "Drive FactorsFramework of SCM" as analyzing framework, and mainly analyzes existent problemsin the course of SCM operation from several aspects such as storage, transportation,establishment network, information and provider management and so on. The paperputs forward the "three dimensions" matrix as basic way of reengineering SCM,finally expatiates on idiographic strategies of reengineering SCM and improvingoperation efficiency of SCM. There are four major creative aspects in this paper:The first, by using the principal of SC and SCM, creats "SCM of Huabei oil fieldlogistics supplying system matrix".The second, by using "Drive Factors Framework of SCM" as analyzingframework, this paper separately analyzes existent problems from several aspectssuch as storage, transportation, establishment network, information.The third, this paper analyzes existent problems in the course of SCM operationprocess from several four aspects such as storage, transportation, establishmentnetwork, information and provider management.The fourth, under the guidance of "three dimensions" matrix, the paper bringsforward the SCM reengineering strategies from six aspects. They are: storageoperation strategies, transportation operation strategies, establishment networkoperation strategies, the strategies strengthening cooperation with customs andproviders, logistics supply operation strategies of national and international projectdepartment.This paper is the result of combination of experiences being from my practicalworks and advanced SCM theories. It is deserved to refer that the paper bringsforward constructive individual perspectives and strategies solving problems. I thinkthat the paper not only can be corresponded to practical circumstances of corporationoperation, but also has strong theorical value.
