As Self-supporting business-type business incubator with20years of historicalbackground, Tianjin Technology Enterpreneurship Services Center (hereinafterreferred to as” Enterpreneurship Center”) always takes hatching technology-basedSMEs as its mission. Over the years, Enterpreneurship Center has help the largenumber of technology-based SMEs gets a good development, and its incubationservice mode has formed an exemplary example gradually in the industry. At present,China is implementing the innovation-driven strategy, it brings a good opportunity forthe development of Enterpreneurship Center. But owing to the condition of its ownhardware limit, the advantage of Enterpreneurship Center is not obvious in thenational science and technology incubator industry. Even in some respects,Enterpreneurship Center is obviously implemented in other excellent peer. Therefore,the changes in the situation promote Enterpreneurship Center must further analyze therelationship between non-profit organizations and the pursuit of efficiency, how toplay the better role of non-profit organizations through the pursuit of profits, therebyenhancing its own power, and providing better services to tech SMEs. It becomes theimportant problems to be solved for Enterpreneurship Center, to formulate targetedand effective strategies by arounding its own organization and functions and adaptingto the change of situation.Firstly, this paper describing the topics of the background, analyzing thenecessity of the study, and giving concerning theoretical reviews. Secondly, it givesdetailed introduction for the current development status of Enterpreneurship Center.Next, combining with the latest changes in the internal and external situation, thepaper also gives analysis of the current development environment and the necessity offurther clear strategy for Entrepreneurship Center. Then, the author try to formulatethe mission, vision and strategic positioning as well as the strategic objectives for thedifferent stages of Entrepreneurship Center. Finally, according to the above advantageand problem analyzing, the author try to make develop strategic initiatives andsafeguards for the Self-supporting business-type business incubator likeEntrepreneurship Center. In this paper, the process determined by the Self-supporting business-typetechnology business incubator, the author utilized the strategic management theoryand methods, taking full account of the various factors affecting the development ofthe organization, to give systematically expounded on how to conduct industryanalysis, formulate strategy, and in the development of the implementation of thestrategy on how to achieve resource matching to ensure the smooth implementation ofthe strategy to provide ways and means strategic choice and implementation of theoperational use of strategic management theory and method for Self-supportingbusiness-type technology business incubator.
