Ever since the beginning of the21century,the China’s total economy constantlyrefreshes the world ranking and reaches to second by2010, at the same time thedomestic employment pressure is increasing. Especially, the problem of employmentof the rural surplus labor force transfer aggravates continuously against thebackground of the domestic industrial structure adjustment, the rapid development ofurbanization, and the rising of the central region of the country. Systematically, thetransfer of rural surplus labor force employment problem is never an isolatedphenomenon; it is only one aspects of the whole transformation of society in china.Firstly, the paper analyzes the evolution process of the urban systemtheoretically. The development of labor division not only causes an increase inproductivity and industrial development, but also has far-reaching significance to theevolution of the form of the economy organization. Individuals with the freedom ofcareer choice are vital, and even, to some extent, determine the economicorganizations, industry organization and urban system. In other words, theemployment of rural surplus labor force transfer, industrial structure adjustment, andthe development of urbanization are there aspects of the society, while the mostsuitable tool for the analysis of this problem is no better than New ClassicalEconomics.County-level city as the third hierarchy of the urban system also has thepotential of carrying the transfer of rural surplus labor force employment. Combinedwith the geographical location of the county-level city among the urban system andthe background of national urbanization development strategy, its potential carryingcapacity is outstanding. The empirical part with the calculation of the threeindustrial employment elasticity of the county-level city, analyzes the carryingcapacity of the secondary and tertiary industry of the county-level city. Specifically,the county-level cities have greater advantages in labor-intensive secondary andtertiary industries, which also have the great potential of carrying the transfer ofrural surplus labor force employment. Bearing potential varies according toindustrial structure development of the country-level city and the country’s different regions, and thus countermeasures need to be realistic with local conditions.
