Combinedwith the geographical location of the county-level city among the urban system andthe background of national urbanization development strategy, its potential carryingcapacity is outstanding. The empirical part with the calculation of the threeindustrial employment elasticity of the county-level city, analyzes the carryingcapacity of the secondary and tertiary industry of the county-level city. Specifically,the county-level cities have greater advantages in labor-intensive secondary andtertiary industries, which also have the great potential of carrying the transfer ofrural surplus labor force employment. Bearing potential varies according toindustrial structure development of the country-level city and the country’s different regions, and thus countermeasures need to be realistic with local conditions.
