To develop low carbon economy and reduce the carbon emissions become the firstchoice of the development of human society with the growing of global warming. The landuse and land cover change is the second carbon source for global warming to fossil fuelcombustion. Low carbon economy as economic development model is put forward to replyglobal change. The influence which low carbon economic development takes to land use andland cover change receives more and more research worker’s attention.“Chang-Zhu-Tan”urban agglomeration is resource conservation and environment friendly society constructioncomprehensive reform pilot. It is the important strategic layout for nation to promoteinteractive feature and the rise of the central region and the important strategic measures toaccelerate the new industrialization new urbanization, and build a resource conserving andenvironment-friendly society. To study the correlation deeply between the carbon economydevelopment and land use and land cover change have great significance for promoting landuse and land cover change and low carbon economy sustainable utilization in the constructionprocess of “Tow type society”.Based on geography theory, low carbon economy theory, system theory, location theory,sustainable development theory and so on this study uses land use and land cover change dataand social and economic statistical data to analysis the correlation between low carboneconomy development status and land use and land cover change status which is based onmathematical statistics and data analysis and combine quantitative analysis and qualitativeanalysis. And it also study the correlation between low carbon economy development andLUCC. It is in order to search low carbon type land use mode for the construction process of“Two Types of Social”. The specific conclusions of study as follows:(1)The composite indexs of low carbon economic development level from2005to2010in “Chang-zhu-tan” urban agglomeration are respectively as0.1276、0.1467、0.1424、0.1607、0.1681and0.1822. The condition of low carbon economic development in “Chang-zhu-tan”urban agglomeration is rising, but the overall situation of development in general. So it needto speed up to low carbon economic transformation.(2)The most land use of all type in “Chang-zhu-tan” urban agglomeration is forest landand it reaches to52.25percent. Other land use type cultivated land> town village and miningland> unused land> grassland> water garden. In the land use change from2005to2010,grassland, garden land, construction land, cultivated land, forest land was positively change,and the biggest is grassland. Water surface and unused land are negative change. The comprehensive index degree of land use from2005to2010were239.4641,240.0163,240.3506,240.6395,240.1904and239.4398. Overall land use degree is increasing and theland use degree is big.(3) There are strong correlation between low carbon economy development level andcultivated land, garden plot, forest land, grassland, water area and construction land, whichthe correlation index are0.960**、0.890*、0.940**、0.946**、-0.917**and0.948**. And thereis no significant correlation with unused area. It also makes a good linear regression whichhave a high level of significance.
