The Evaluation System Of Innovation Economy

Under market environment, major changes have been brought in the ancillaryservice market’s operation mechanism, in order to protect the power grid’s security,stability and economic, it is of great theoretical and practical significance to establisha whole set of scientific evaluation indexes system and method for innovationeconomy. Based on the evaluation index system, ascertain index weight andcomprehensive evaluation method, a comprehensive evaluation system forinnovation economy is established.Firstly, a evaluation indexes system for innovation economic is established,which includes of three aspects: economic foundation, innovation ability,environment for innovation. The index framework is made up of18lower indexes,7mid-class indexes,3upper index and1composite index. The quality of innovationeconomy can be decided by comparing with the composite index.Secondly, taking the complexity of the indexes, uncertainty caused by variousreasons, and subjective judgment which may exist in quantitative process of weightinto account, the gray relative analysis based on entropy weight evaluation model isestablished. The entropy weight is developed to determine the weight of lowerindexes and describe the importance of them. Using gray relative analysis to measurethe level of innovation economy which can overcome the subjective effect on theevaluation results by traditional method.Evaluation system of innovation economy is developed in the paper. It canprovide aided analysis tools for innovation economy, thus give a certain reference forimprove approach to development and develop innovation economy.
