The Research And Application On The Effect Evaluation Of The Program Of Superseding Resources Prospecting In Crisis Mines In China

On September 6,2004,Premier Wen Jiabao chaired the 63th executive meeting of the State Council,during which,the "Program of Superseding Resources Prospecting in Crisis Mines in China (2004-2010)" was passed.It required the full use of the geological teams,and increasing resources reserves in the depth and the periphery of the crisis mines,lengthening the service life, maintaining social stability.At present,the crisis mines resources exploration has been completed. How effectively it has been carried out since its inception?has it met the requirement of the program?It is highly necessary to assess the effect of the work that has been done.This article generaly assessed the economic results and social results of "Superseding Resources Prospecting in Crisis Mines in China",structured a evaluation index system for single crisis mines,and took the example of Shilu Mine as an empirical research. The main contents of the article are as follows:(1)It analyzed and comprehensively evaluated the economic and social benefits of the "Superseding Resources Prospecting in Crisis Mines in China" . The results showed that this program has remarkably reduced the exploration cost and lengthened the service life of mines.The total industrial output value of new reserves can reach up to several trillions,potential profit to hundred billions. At the same time,the project has effectively sustained and increased employment, maintained social stability.(2)It structured the AHP-Fuzzy for the evaluation of single crisis mines, established the weight value of the index system,and calculated the benefits of implementation.It took Shilu Mine as an example for empirical research. The results showed that: the physical workload, resource discovery and economic benefits of the project are the best, their social benefits and enterprise development are second. The study suggested that mining exploration should pay more attention to social benefits and enterprise development for the overall effectiveness of the project. Evaluation results are coordinate with spot investigation,indicating that AHP-Fuzzy evaluation method is an effective, strong operational performance evaluation method.
