Green mine is a mining industry development model that it willachieve optimisation of development of mineral resources and minimizethe influence of ecological environment under the premise of disturbanceof mine environment less than regional environment.《The guidance of Ministry of Land and Resources convention onimplementing the national mineral resources plan and developing greenmining and building green mines》 points out that in August,2010, wewill realize adequately the realistic and strategic significance of buildinggreen mines and developing green mining, relize the dominant positionand function that mining enterprises promote the development of greenmining, and ask for making the development planning of green miningand determining the work task and promoting all work to develop, reachthe goal of building green mines.There are some problems in development of mineral resources thatmine layout is unreasonable and the number is too much; the intensivedevelopment degree of resource and the level of comprehensiveutilization is low. How to make sure a sustainable healthy development ofmine in our province becomes more profound.This article is intended to combine with the truth of mining inHeilongjiang Province, structures a green mine evaluation index system,sets up acceptance criteria and scoring, and provides opinion and thoughtand technology roadmap about building green mine in HeilongjiangProvince.This research considers adequately the harmonious estimateinfluence factor of building green mine, and references the target system of the harmonious society and the sustainable development from allunits.It adopts the system of menu multi-index type from CSD(Commission on Sustainable Development), build the system of greenmine from three first-class indicator and nine secondary indexes. Itcontains social security composite indicator; resource comprehensiveutilization index and environmental protection composite indicator.Social security composite indicator is divided into mines according to law;standard management; corporate culture and social security four parts.Resource comprehensive utilization index is divided into resourceutilization and technology innovation two parts. Environmental protectioncomposite indicator is split into energy conservation and emissionsreduction; environmental protection and restoration treatment three parts.It adopts inear weighted average method to calculate. In addition,we setmines according to law for the index of veto, and stand out fairness andseriousness.It will make exploration and development and protection of mineralstandard; urge mining enterprises to improve the mothed of developmentcontinually according to the standard of building green mine consciously;enhance the level of use; promote energy conservation and emissionsreduction; implement corporate social responsibility; achieve rationaldevelopment; spare resources; environmental protection; safety inproduction and harmonious community.
