With the development of radio technology, many countries pay more and more attention to the electromagnetic spectrum resources. Defense Advanced Research Projects Agency(DARPA) regarded the methods of expansion of the available electromagnetic spectrum as one of the four research areas for future development of the human being. In the case of high-frequency, to solve the problem of "electronics bottleneck", there have been a microwave photonics research. In the methods of generating microwave frequency, due to the advantages of high signal frequency and low phase noise, optoelectronic oscillator has been widely studied.First of all, this dissertation summarizes international and native research results on optoelectronic oscillator. And analysis the traditional principle of optoelectronic oscillator system. The emphasis is laid on the optimization of phase noise, and some suppression methods are obtained by simulation and experiment.Afterwards, according to the above mentioned about the influence of microwave oscillation frequency and the phase shift of microwave in the system of optoelectronic oscillator, considering to avoid high frequency phase shift device to be used to reduce the phase noise, control the frequency of optoelectronic oscillator through adjusting phase shift, which modulate to the angle of analyzer. Theoretical research and improve the photoelectric oscillation system based on polarization modulator and polarization controller. Thus a method was proposed to frequency tuning based on the polarization control. And this system is proved based on the power-identify method to realize the frequency stability. Finally, to solve the small tuning range, huge tuning step, design and research a hybrid optoelectronic oscillator system which based on carrier suppression single side band modulation technology. To minimize the deterioration of phase noise, analysis and applies balance detection method, and obtained the very good noise suppression in the simulation performance. Then study the influence of EDFA to the system noise,calculation and numerical simulation show that EDFA can restrain the system noise.
