In recent years, the rapid development of mobile communication network, the popularity of smart mobile terminals, especially after entering the LTE era, 4G mobile users and mobile Internet access traffic consumption showed explosive growth. Driven by the network upgrade and intelligent terminals, network bandwidth continues to grow, but the actual operator’s income is not corresponding growth, the revenue and traffic does not match is becoming more and more obvious. Industry value transfer and OTT service’s low value of network usage cause the contradiction between income and bandwidth becomes more and more big. To achieve differentiated bandwidth control, to ensure that the user experience, enhance the value of the pipeline, PCC traffic management has become an inevitable choice for mobile operators. Through a variety of PCC effective strategies, to achieve flexible strategic management ability and rich flow operation control, which means, the synchronous growth of business income.In this paper, the current mainstream of several traffic management technology are compared.The PCC strategy involves various factors in the EPS network: user level, business types, time, location, user set quotas, access, and terminal type, which has been carried on the research and design of data format. Based on current fusion 2、3、4G PCC system architecture in the network, from the network side QoS change, load changes, the accounting policy changes trigger instructions and redirection, and several other aspects of business, make the detailed design of PCC strategy of 9 kinds of application scenarios, including message flow and C language pseudo codes, and so on, and in the current network environment to build verification tests were performed. According to test data analysis, the design achieved good results, using the proposed application strategy to achieve its own business of heat user experience and promotion and strengthening traffic fine management, improve the network resource utilization efficiency and business income.
