By studying the advanced transportation management technology in foreign countries and analyzing the characteristics of domestic transportation systems, a GIS-based traffic incident management platform named TIRS has been developed in this research. In order to make sure the developed system to meet the user needs, the principles of system engineering have been applied in system design and development. First, the authors visited the traffic management centers in Wenling and Yuhuan to get familiar with the business logics in transportation incident management, and developed the system concepts of operations for the TIRS. Then the system functional requirements were analyzed and the document was used as guidelines for system design. The developed system can help the traffic manager to get the information of the locations, types and times of traffic incidents, so that the traffic incidents can be managed and cleared efficiently. The developed system can be used to distribute the traffic incident information to the public.Compared with the existing traffic management software in China, the developed system has many advanced features. With the application of the GIS technology in traffic incident management, all incidents can be visualized on an electronic map in real time, which is greatly helpful in real-world traffic management. With the help of GPS devices connecting to the system, TIRS will allow traffic incident management staff to input data from the incident fields and that will increase the data accuracy. In addition, the database and reporting capabilities will enable the traffic management agencies to evaluate the performance and develop more efficient traffic incident management plans. Due to its modular design, TIRS has great capability in extending its functions. For example, we can add the device operation capability into the system in the future. As an integrated system for traffic control, traffic information and traffic management, the developed system is promising for application in traffic management in China.
