Mobile Number Portability(MNP), also called transfer together with mobile number, describes that the subscriber can keep using his mobile number while transfer from a telecom operator to another. Mobile Number Portability is considered as a multi-win function for consumers, carriers, telecom industry market, and country management. For the country, MNP ensures number segments can be fully used, and saves mobile number resource; at the same time, mobile number resource being managed together by third party can reduce the management cost. For telecom industry market, MNP can help to break the trade monopolies, encourage market competition, and lead the market structure optimization. For telecom carriers, MNP can expose current weakness of business, then push carriers to optimize and innovate internally. For consumers, on one hand the MNP allows subscribers to choose the more suitable carriers and services, on the other hand the MNP gets benefit from tariff reduction for subscribers.Along with developing of telecom industry within our country and gathering experience for MNP all over the world, China should speed up the process of providing MNP. To support MNP business service, our country should take the lead of building MNP Support System, which is the centre of number porting and business flow manager. The key points of MNP Support System are interface protocol design and business process management.After analyze the requirements, idea of design and development technology of the MNP business, I design and development a SOAP-based MNP Support System. Considering stability, safety and compatibility, it is decided to implement interface base on SOAP protocol. Referring to MNP launching experience from all over the world, I design 3 functions as number porting process, number reversal process and number return process to satisfy requirement from subscribers, carriers and country manage departments. The interface message design, which is base on idea of object-oriented, not only involves the 3 corresponding business flows, but also has optimized flow steps, simplified operations, reduced impact from subscribers. We fully consider the data verification and fault-tolerant mechanism, in order to improve success rate of business handling. We fully recode the log for all business flows and steps, in order to simplify issue tracing and data comparing work, then reduce cost of operation and maintenance. At last, after function and performance test, the design of MNP business support system is logical and realizable.
