Design And Implementation Of Henan Tobacco Monopoly Management Information System

The financial contribution of tobacco industry, which implements monopoly system, ranks forefront in all industries, holding an important position in the national economy. Along with the changes of policy environment and market competition in tobacco industry in recent years, the management system, management mode and operation mechanism of tobacco industry are facing adjustment and reform.Henan Tobacco Monopoly Administration has carried out informationization construction since 2004, and set up Retail Permit, Cases Management, Market Management and Team Management systems respectively. However, the basic information on subsystems cannot be shared and exchanged, and also customer evaluation and management are lack of unified standards. Therefore, the original management system needs to be transplanted, integrated and upgraded, building up a new tobacco monopoly information management system for Henan Tobacco Monopoly Administration.The author has entirely been involved in the Development & Construction and Operations & Maintenance of the system in Henan province, and has done an in-depth study on the system.First of all, this essay introduces current information construction in tobacco industry and the developmental background of the research system. The author briefed current status of informationization of tobacco monopoly at home and abroad, and introduced the relevant theories of system development, and also analyzed the information system on customer demand. Then the author elaborated design goals and principles of the system, and introduced the realization of the main functions of the system including the interfaces at management level and operation level, monopoly retail approval, monopoly case management, and monopoly team management. In addition, the performance and safety of the system were tested.The research is as follows:1. Analyzed the current situation of domestic and foreign tobacco marketing information system, introduced the system development background and related theories. Then made demand analysis on the system according to integration of monopoly administrations and the requirement of promoting the information management system.2. The research defined the construction goal and the principle of the system according to the demand of Henan tobacco administration monopoly management and the development of the information management system. This research designed application framework, technology framework, data framework, functional elements of subsystems, system integration and system security according to the procedure of developing the information management system. The arrangement of the system and deployment of soft ware and hard ware were also put forward in this essay.3. The research introduced the realization of main function of the system and safety design, and finished system test, which demonstrated a good, safe, stable operation, smoothly passed acceptance and was put into operation.Henan tobacco monopoly information management system finally passed the acceptance. The operation over a year has proved, as described in the paper, that the design of the system has basically achieved the development requirement, with stable performance and good operation result.
