The Desing And Implementation Of Tobacco Monopoly Management Information System Of Taian

After our country joining the World Trade Organization(WTO) formally in 2001, the duties on imports and exports have been reduced greatly, so the competition between the domestic tobacco and the imported tobacco is increasingly fierce. In this situation, the improvements of the competitive power and strength of tobacco industry have become imperative. At present, although the county-level marketing departments still assume the visit sales and the delivery processes of tobacco, the workload of the Tobacco Monopoly Bureau of Tai’an is still much more heavy than before. After cancelling the corporate capacity of county-level tobacco companies, the control below the county-level units has became slack, therefore, to a certain extent, it slowed the popularization and promotion of the tobacco monopoly law, it weakened the legal consciousness of the tobacco monopoly of some tobacco retailers continuously, it also led to the illusion that the supervision power of the tobacco monopoly is gradually weakened. At present, in the tobacco monopoly market, the means of making and selling of counterfeit and shoddy tobacco has been updated constantly, it has been converted from the former selling separately to the adoption of the network marketing system for sales, it makes the supervision difficulty of the tobacco monopoly further increased.According to the domestic and international experience, the best way to improve the competitive power and strength is to integrate the resources of enterprises by means of informatization, thus this dissertation proposes to accomplish the informatization of the tobacco monopoly system. The chief research contents are as follows:(1) The research of the system based on Web platform.In the tobacco monopoly management, for the application process of monopoly permit, all applicants must go to the Tobacco Monopoly Bureau of Tai’an to make a on-site declaration. During the declaration, if there is any mistake in the information, the applicants need to prepare the materials again, also they need to sign and stamp again. Relatively, using the Web system, the applicants only need to make the declaration directly on Web platform through network, if there is any mistake, the applicants can modify the information timely, and finally, all the information can be submitted together. This means not only saves a lot of time for the applicants, but also simplifies the declaration process.(2) The research of the system development of object-oriented.Nowadays all the mainstream development tools can accomplish the object-oriented program development. Object oriented programming has many advantages such as the better maintainability, the higher development efficiency, the stronger extendibility and so on, these advantages make object-oriented model become the main model of software development.(3) The research of the management information system with high efficiency and stability.For this kind of system which is likely to have a large quantity of users, it is very important to ensure the high efficiency and stability of system. Under the precondition of ensuring the long-time normal working, the system must guarantee the stability in the presence of high website traffic.
