The arrival of the era of big data promotes the rapid development of new media, and the rapid development of new media has brought a certain degree of impact on the field of traditional public policy, especially in the field of educational policy of public concern. The making process of Chinese traditional education policy is top-down one-way in which government dominates and media play roles as transmitting information, then until the policy comes out the public learns about it through the traditional media such as newspapers, television, radio and other traditional media. However, in the new media era, the rapid development of new media has directly changed the the way of people obtaining and transmitting information, at the same time enhanced the deep interaction between the audience and the media, and made this top-down unidirectional communication policy model cannot adapt to the development of society. People are more eager to participate in educational policy formulation process by new media. In previous studies, there has been a certain number of researches discussing about the effect and impact of the new media to the specific process of making and formulating public policy, but it is not systematic, meanwhile it still remains to deeply discussed the effect of mechanism of new media in education policy formulation process.Based on the reality and the theory background, this study chooses the influence of new media on education policy formulation as the theme, and specifically by tracking the school bus safety policy cases to present the effect of mechanism of new media on education policy formulation.Papers are based on clearing the concept of new media, education, the making of policy and it’s proces. First of all from the "origin", "regulation expanding stage", "organization stage" and "solve stage" four angles discuss the issue cycle of school bus safety policy. On this basis, by analyzing the school bus safety management policy of new media discourse, from "origin, diffusion of agenda, building and communication", the four processes specificly interpretate the effect of mechanism of the new media in the formulation of education policy and analyze its advantages and disadvantages and put forward the effective exertion of the new media in the educational policy making process.The study found that the new media in the "origin" stage play roles as the "information source" for the public, providing media issues, making the school bus safety problem has become the problem in the media; in "diffusion" stage, playing roles as "public mood catalyst", guide the mainstream opinion, making the school bus safety problems become public problems; in "agenda building" stage, playing roles as "public opinion detector", enlarge the agenda of school bus safety issues and make them become policy issues; in "communication" stage, playing roles as "public opinion transmission chain", influence policy planning and consultate the policy of school bus safety issues. In the influence of new media on education policy formulation, its positive sides are improving the efficiency of education policy making, promoting the democratization and scientificalness of education policy formulation process, and enhancing the effectiveness of the educational policy making. On the negative sides are providing space for the breeding of fake information, bad information, and influencing the science of education policy making. New media bring greater information gaps, or cause a new kind of unfairness, and new media may become the means of some interest groups even illegal organizations manipulating policy. In order to effectively play the role of the new media in the process of educational policy making needs clearing the orientation of new media and creating government regulation system; creating a favorable space for the development of the media; improving the quality of the public; enhancing the influence on education policy formulation process; promoting the news’ legislation in order to provide protection for the coordination of government, the public and the media.
