As the goal of precise management of underground pipeline, pipeline smart management is the foundation of the construction of the smart city. There are many kinds of city underground pipeline which is a wide range of distribution with many ancillary facilities, and there is a large number of "islands of information", with the pipeline geometry and topology structure complex, which resulted that the pipeline data is difficult to fully utilize and share. Thought constructing a complete set of intelligent pipeline information management system, this paper provides a solution for the all aspects,multi-level and refine management of the underground pipeline,which is used to solve the above problems.First, some key technologies are analyzed, including J2 EE technology, based on SOA system technology, based on XML data exchange, based on the component model of the system kernel structure and based on service portal user access, and the paper summarizes the main characteristics of the several key technologies to determine the main scope of use of these techniques.Secondly, we put forward a more complete design system for the wisdom of the pipeline smart management which is for the Smart City, including the mind of design system, technology foundation of system development, system technical route and system configuration and the selection principles of software and hardware, and the overall design of the system are described.Again, this paper analyzes the construction and design of cloud service sharing platform, including platform overall structure and logical structure, information resource planning and database design, based on cloud computing and storage, application support service design, and this article explains the construction of the whole cloud service platform in some detail.Finally, through the construction of intelligent pipeline information management system, the paper verifies the feasibility of the key technology of the study. The smart pipeline information management system includes three subsystems that is the integratedpipeline information system, the intelligent pipeline operation monitoring system and the three-dimensional pipeline information system. In addition, the paper puts forward a new method that we can import directly the pipeline data into database which provides a feasible scheme for massive geographic data processing.In this paper, the advanced information technology is applied to the construction of intelligent pipeline information management system. With comprehensive using of the internet, cloud computing and other technologies, the paper builds a cloud services data sharing intelligent management platform, and constructs intelligent pipeline information management system on the basis of this platform to complete the integrated management that is to supervise control, management the underground pipeline, and the ideological theory of the "wisdom" is used in the construction of the pipeline, which is laying the foundation for the construction of smart city underground pipe network.
