Design And Implementation Of Police Emergency Video Transmission System Based On 3G Network

With the constant development of the urban economy in recent years, people’s living standard has been improved continuously, and people have set higher and higher demands on the urban security. Especially with the holding of large-scale activities, like the World Swimming Championships, World Expo, Touring Car Championship and so forth, higher demands have been raised for the security administration of the entire city.In the video transmission process of the video monitoring system, since the installation site of the existing image monitoring system is fixed, it may fail to conduct the video monitoring for emergencies beyond the coverage of the installation site, which may be quite inconvenient for the public security on duty to deal with emergencies and arrange the temporary police service. Consequently, the needed video shall be provided by the long-distance public security emergency video transmission system.In this paper, 3G network-based public security emergency video transmission system is designed with Visual C++ and OpenCV programming languages, as well as the 3G network transmission technology and video recognition and processing technology by starting from the practical work of the public security on the basis of traditional video surveillance, and the terminal display platform is given. The police can use mobile phone in the emergency site to obtain the image and transmit to the monitoring platform of the command center. Besides, the system can also monitor the throwing objects and moving vehicles with the image processing technology according to the specific demand of police work, and save the displayed image and alarm.The commander of public security command center can carry out the law enforcement and evidence obtaining work much more conveniently, command much more efficiently, respond much more effectively, and deal with the emergencies much better through the public security emergency video transmission platform, so as to reach the objective of strengthening the police with science.
