The 21 st century is the era of big data. Driven by advanced technology, information services are showing networking, multimedia and personalized features. Meanwhile, with the popularity of mobile Internet, more and more users need anytime、anywhere and free access to data services, which will bring more business opportunities and a bigger market. Wireless mobile video service is the evolving product of communication technology、Internet technology and multimedia technology. It provides video、audio、 images、 text and other multi-dimensional interactive information services to the users via the mobile devices, which can be applied to tele-education、telemedicine、web conferencing、online video and other scenes. It’s safe to say, wireless and video services will become a hot spot among nearly a decade of sustainable development. At the same time, the users’ requirements for wireless video services are gradually increasing from the previous focus only on network quality to the focus on the entire process of business services. In order to evaluate the business better, the Qo E(Quality of Experience) is becoming a joint focus of operators, technicians and research scholars. Previous studies, mostly stand on a network perspective to explore the relationship between Qo S(Quality of Service) and user satisfaction, while the Qo E is a focus on the customers, which measures the overall quality of service from the user’s point of view. Therefore, the establishment of the Qo E evaluation system is necessary for wireless video services.Considering the characteristics of wireless video services, a two-level weighting Qo E quantitative evaluation model has been proposed in this project. The proposed Qo E model is made up of six kinds of influence levels according to their first-level weights; further, each influence level consists of multiple influence factors. In addition to packet loss and jitter factors, other influence factors have their second-level weights. This thesis utilizes the analytic hierarchy process(AHP) method to calculate all first-level weights, and then calculates most of second-level weights in addition to packet loss and jitter factors. Since packet loss and jitter are inter-dependent, it is unable to directly calculate their weights. Therefore, this thesis finds their function f(packet loss, jitter) by network simulation experiments, and thus obtains a complete two weights Qo E model and its’ function expression. Finally, a reasonable verification demonstrates that the model achieves a high precision.
