Modern occupation education system was born by the driven of the reform of the national education system. To meet the needs of economic and social development and the change of education development environment, the higher occupation technical school is facing great challenges in information sharing, resource management, and work efficiency.. As the first national vocational education model schools and the provincical high level unit, Zhenjiang higher vocational and technical school, expands gradually the size of the school, increases rapidly in the number of students, extends continually management functions, and lacks overly education resources. The existing information management system is unable to fully satisfy the needs of the school of business management, especially in the heterogeneous nature, the sharing and interoperability of information among various departments, and the slow information transmission and the updating rate. It is difficult to provide real-time, dynamic business information inquiries, which leads to the gaps between the management office efficiency and performance and the actual needs. Aiming at these problems, this paper takes Zhenjiang higher vocational and technical schools as the object, analyzes the business needs of each school administration in-depth, designs and develops an information management system to achieve information sharing and interoperability among various departments and improve business efficiency. The main contents of this paper are as follows:(1) A general framework is proposed for constructing the information management system with B/S architecture. The management mechanism of Zhenjiang higher occupation technical school and the management mode and working mode are analyzed, the actual demand for different types of users are refined; () for Data transmission, sharing and application are achived based on the logical three layer structure, such as client presentation layer, business logic layer, data layer; The system software and hardware operation platform is built, which appliced ASP.Net to design the portal to achieve the interaction between the users and the system. Key functional modules are implemented by using C# language and the data layers are developed by using object oriented technology and MSSQL.(2) The reasonable business logic rules are presented based on workflow technology to achieve the development and the interaction among various functional modules. The input stream, output stream as well as specific functional processes of system functional modules are determined based on the results of the needs analysis. By defining appropriate boundary class, control class, the layout of the portal and the design of functional modules are completed. The business flow and data flow among the control modules based on the business logic rules and the corresponding sequence diagram. The synergy and interaction among each module are completed.(3) The global data exchange and sharing are realized and data storage structure is designed based on the normalization theory and XML techniques.,To ensure the integrity and the consistency of data storage, database concept structure and logic structure with loosely-coupled characteristics are designed. The standardized information description templates are designed based on XML techniques for global information sharing,exchange, and the efficient data upload and migration. The efficient data query, update, and statistics analysis are achieved based on ADO.Net technology.In this paper, the design and development of the information management subsystem is able to meet the business needs of Zhenjiang higher vocational and technical schools, and achieve the online class evaluation, network office, group management, monthly assessment summary, and management information integrated query. The actual operation of the system demonstrated the stability, applicability, portability and scalability reduced effectively the workload of the staff of various departments, and improved the efficiency of the school of business processes.
