As a kind of image code technology, video format conversion is generated as a response to different users’ need of video display. With the development of digital video technology, the display formats have been the requirement for video display. At present,4K2 K video display device has been put into the market, but the ultra-high vision video signal has not come up in our nation. So it has been a hot spot to convert common 1080 P video format to 4K2 K ultra-high definition video format in the field of video format conversion.In this paper, the ultra-high definition video format conversion is mainly introduced as follows. Firstly, the background research significance and current development status of ultra-high definition video format conversion. Secondly, in terms of the obstacles in development of ultra-high definition video technology, a format converter is designed to solve the problem of ultra-high definition video sources. Moreover, the corresponding theoretical analysis and design validation are carried out. Two following aspects are included. 1 the image super-resolution reconstruction technology, video frame rate conversion technology and image color space conversion problem are discussed. The algorithm of image super-resolution conversion is studied deeply, in which an improved image interpolation algorithm is used. The correctness of the algorithm is verified by use of MATLAB simulation software. This design guarantees the effect of image reconstruction and a pipeline structure that can accelerate the image processing speed is obtained. The system code is debugged in Modelsim simulation software and ISE development kit. The results show that the image display effect and the utilization rate of system hardware can be improved. On the basis of video frame rate conversion theory, the system implementation scheme for frame rate up is obtained, the frame rate conversion from 25 Hz to 30 Hz is achieved and the the video display effect is also guaranteed. In addition, the scheme make full use of FPGA chip resources so that the image loss caused by format conversion can be further deduced. Finally, an overall assessment for the project is carried out on the FPGA development platform. The results show that by process of the system, the 1080 P imagevideo can be smoothly converted to 4K2 K ultra-high definition format video.
