The E-government is a new technology of computer application, which realizes the electronic government public administration and social service function by using the information and network techniques. It also plays the role of the technical foundation of government administrative system reform and realization of the transformation of government functions. CPPCC of Gansu Province has implemented the construction of an E-government according to the requirements of E-government Gansu province. During the process of building, we discovered that the E-government network of CPPCC Of Gansu Province have some problems, for example, its design is not standardized, the security policy is not strict, weak technology etc. So, to resolve these problems, we designed a E-government network such as entire planning and digital certificate authentication system.To provide a reliable protection for E-government network’s security, this paper designed the authentication system applicable through digital certificate principle analysis, process design, code interpretation.We first investigated the papers of the domestic and foreign E-government network, and found out the advanced technologies of the network construction in the domestic and foreign E-government, and then studied the building and safety requirements for CPPCC of Gansu Province’s E-government network, considering the real situation of the CPPCC of Gansu Province. This paper designed from the following aspects of the CPPCC of Gansu Province’s E-government network: First of all, we proposed the program for E-government network application of digital certificate authentication system through the study of the principles of digital certificate authentication system. It can played a positive role for improving security of E-government network; Secondly, we introduced deployment plan for E-government through the overall network planning and design, high availability design, security policy design of E-government network. It can ensure safe and reliable networks; Finally, we controlled land access of E-government network through EPASS2001 authentication USBKey form flying integrity of network technology company. The paper introduced the EPASS2001 complete authentication process, and described the PKI system, WEB plug, RSA algorithm and other key technologies used in the design process through analyzing EPASS2001 authentication and processing decryption process. It modified the design code and underline management systems, so it could be applied to the applications of E-government network.The overall planning design of E-government network in this paper provides a basis of rigorous, rational and scientific for E-government network construction nearly the actual situation; E-government digital certificate authentication system(EPASS2001) would protect the identity safety for E-government network, and reduce the risk of intrusion and ensure the network security. Finally, this paper applied the research results to the practical application, and prospected for the future direction of development of E-government.
