China Mobile was founded in 2004, as a member of the telecommunications business, it has maintained a rapid pace of development. But with the new business such as China’s e-commerce, multimedia data showed up, traditional mobile billing system has been unable to meet the growing customer demand. The traditional accounting management system only manages the customers’ accounts, it ignors the customer information in the potential of a lot of valuable information. So it can’t make their real business. This paper focuses on the needs of mobile account management and combines with the data mining. This paper designs and implements the efficient mining of customer and mobile business information of account management system.First, this paper combines the development trends of information, data mining and research status at home and abroad accounting management system. According to the demand for account management business needs and customer information, this paper designs the system with the software engineering process by using case diagram and flow chart, and completes the analysis and design of the mobile account management system. The system is divided into seven modules: for bad and doubtful debts management module, user accounts receivable management module, statements management module, customer information management module, busines s management module, decision analysis module and system management module. System is based on MVC architecture, it uses JAVA development and the data mining and data warehousing and other technologies, such as the use of clustering and association rules algorithm for China Mobile’s customer information data mining and analysis. Mobile account management system realizes the mobile account information management. At the same time it also mines the customer potential value, and learns the characteristics and demand of the customers. The mobile management provides a scientific basis for decision making.The system uses the computer network technology and data mining technology to realize the mining mobile account management information management and customer information. On the one hand, the use of the system can avoid the errors caused by manual operation, enhance the mobile account management efficiency and quality with a certain practical. On the other hand, the system can understand the user customized business.
