| Currently, the budget management tools used in domestic colleges and universities have been shown many disadvantages, such as budget is not standardized, the management is not fine as well as the data update is not synchronized, which can’t meet the comprehensive budget management of colleges and universities. With the development of the national financial reform, the new requirements has been put forward by the management of the department budget. In order to overcome the above disadvantages and respond to the national financial policy, a set of central university management system is designed and developed to compensate for above shortcomings.Via in-depth knowledge of the rules and regulations related to the budget management, design a omnibearing budget management system based on financial, personnel, resource management, and other aspects data. In the design of the system, set up the system’s overall framework based on the accounting information of the subject, departments, projects, and the classification of attributes for design logic, combining with all kinds of personnel information, budget allocation of quotas, fee standards and nested process. As each year’s annual budget is different with the development of career, each department needs to report all the budget request of revenues and expenditures this year in the budget application module. Accomplish the budget for revenues and expenditures of the university by the function of the system. In the meantime, after accomplishing the budget, allocating budget for each department also needs to be designed in the system to reduce manual workload.In this paper, Java is employed to code the system, and SQL Server 2008 is used to design the data storage, the database access technology of ADO.NET is employed to access SQL Server 2008. In the development process, in strict accordance with the processes of software engineering, and consists of the management system requirements analysis, management system architecture design, design and coding management system,etc. complete management system software development life cycle, and ultimately an university financial budget management system was developed. The system containing budgeting,reporting,summary, audit and releasing, which realized data integration with all subsystems to form a complete cycle of financial management data.The system improves greatly the efficiency of the use of the fiscal funds,and strengthen the financial management of the budget. |
