As people become more and more dependent on the communication business, the fixed voice services and broadband services become an integral part. The fixed network has high security and high bandwidth, which is not only convenient for our life, increase the communication between people and people. Especially in the public commerce and government needs the security of high security, continuous connectivity of the field, but also can not be separated from the strong support of a fixed communication network.Copper prices increasing, if continue to use copper raw material will lead to increase the cost of bandwidth, and the current price of optical fiber and optical network equipment are in decline. The development of traditional telecommunication business and the improvement of bandwidth have become a bottleneck, so the transition is inevitable. In this kind of situation, the concept of FTTX has been produced in the communication field. FTTX’s thought is the core of access mode by fiber alternative to traditional copper and fiber as much as possible to the user terminal extension, the optimization of the network structure. In the fixed network voice network, NGN, PSTN has been unable to meet the trend of the evolution of the optical network, So the introduction of IMS to undertake NGN, PSTN network, technology has been quite mature. Tai’an Telecom in this context, in a timely manner to make a strategic change, the implementation of the transformation of the work of FTTX, create an all optical network city.In this paper, author mainly study the network change strategy of Tai’an Telecom in the FTTX strategy and how to transition from PSTN, NGN to IMS. In the background, make a detailed comparison of the traditional copper and fibre, the superiority and necessity of FTTX. In the technical aspect, the author studies the technology of FTTX, PON, AG and so on, and discusses the application of various technologies and the application of the process of the optical access to the copper. In the formulation of the program divided into two parts:First is the NGN network, from the IAD users and AG users of different access patterns for analysis, the use of comparative analysis of the method in a variety of technical options to choose the best program; Followed by the complex PSTN network, combined with the return of the network task, to discuss the whole room back to rent the program, Focus on the different scenarios such as rural and urban geographic environment, how to deploy the implementation of light into the copper. In the actual case, expounds the Xiangyang into the light transformation project research and implement, and the test system to demonstrate the feasibility of the research results of this paper.In the end, the author analyzed the abnormal phenomena which appeared after the change of the IMS, and summarized the principle and the idea of FTTX. Solve all kinds of difficult problems in time to ensure the smooth progress of the work of the light into the copper. From the economic efficiency, network coverage, the user’s perception of three levels, summed up the effectiveness of FTTX. Finally, FTTX is inevitable, but also benefit the operators, Tai’an Telecom IMS network deployment is feasible, IMS network is an important reform in the evolution of fixed network services, and we also have a higher requirement.
