All these above broadened service content of banks, so customers can enjoy system service conveniently,efficiently, safely no matter where ever or whenever.This thesis discussed short message platform system based on B/S structure design,adopting advanced flex+JAVA language and ORACLE as data base, referred to as SMS.Taking advantage of timely, convenient and rapidly of short message, this system can provide across-the-board banking service for contracted customers on information inquiry, dynamic account transaction, business order and business consulting.According to the plan on information system of Urumqi Bank, short message platform will be constructed as an important channel for interaction with customers.Through detailed analysis and long-term planning, taking advantages of short message platform so that which can serve for banking business and meet business requirement at present even in the future years.Short message platform of Urumqi Bank will provide unified and multiple authentication service for each application system. Through constructing unified users’ information model and unique view, improving and perfecting users’ identity information management, decreasing security hole, the authentication and access control strategy will be regulatory, so that secure the authentication and authorization system which are good to supervising and auditing. At the same time, the system is help for reducing repeatdevelopment during each system construction authentication and access control, as well as improve innovation ability and system development efficiency.This system provide high reliable structure, fault-tolerance structure, and the cooperation of hardware and software provide necessary incident management ability,which secure the integrity and uniformity of data transferring; the data transferring adopt routing redundancy and communication media redundancy so can the data transfer timely and accurately.This thesis not only discussed researching condition of both here and abroad for the system development, and elaborated the function from specific system function and business logic aspects, also analyzed the function of each modular, introduced the design and development of each modular and their complement details. Fully considering construction relation of each department of the bank and its probable interaction, the bank should minimize remould of other system connected with the short message platform construction, so the system can not only work steadily but also not will produce big influence for other system. After the system was put into operation, its working condition keep well and also obtain good beneficial result, the good enterprise image was built as well.
