With the rapid development of wireless communication technology and the development of the society, the wireless communications industry based on electromagnetic spectrum resource continue to develop and grow. Wireless technology is not only widely used in telecom, aviation, railway, media and other important industries but also plays an important role in public security, major activities preserving barrier, even the national defense construction and other key areas plays an important role, which makes the whole society rely more closely on the radio spectrum and makes the electromagnetic environment becomes more and more complex, requiring radio spectrum management department to change ideas, innovate methods of work and serve better for the social and economic development and national defense construction.System is based on Autonomous District Tianshan cloud and basic information platform. Making use of the construction of radio monitoring network and the national geographic information service deployed by national monitoring center, and combining with frequency management system database and station management system database, the system can count the use of frequency resources of the autonomous region and evaluation comprehensively the current electromagnetic environment through the analysis of monitoring data, signal feature library, border signal library. The system combines such technologies: HTML5 Standard Generalized Markup Language, MVC(Model-View-Controller)framework and Web map, B/S mainstream application, exploits on.net platform and achieves the spatial spectrum information management system which is based on HTML5. The system is mainly to achieve the following functions:1.Monitoring ability of radio monitoring networkAccording to the details of monitoring station and making use of radio wave propagation theory, the system can calculate and display the distribution and coverage of the monitoring station within the jurisdiction. Besides, the system can display the coverage ability of a station or some or all of the site in a service frequency band in geographic information system(GIS).2.Comprehensive evaluation of electromagnetic environmentAccording to the wireless signal of the usage and distribution, the system can count and analyse such indexes within a business band: electromagnetic environment background noise, band occupancy, usable frequency, unknown signal, large signal occupied index. Then according to the weight of each index, the system analyse the electric magnetic environment comprehensive evaluation of the monitoring sites, combines the displayed geographical information system and provides the description of the complex degree.3.Frequency occupancy evaluationAccording to the wireless signal of the usage and distribution, the system can count and analyse the frequency occupation and the idle frequency, as well as the occupancy trends and frequency occupancy index, and shows the occupation of the focused frequency.4.Electromagnetic environment movement monitoringThrough the mobile monitoring vehicles, according to the fast signal scan function to the focused frequency band, the system real-time collects in geographic information system(GIS), displays spectrum data and the track of mobile monitoring car. Meanwhile the system counts monitoring data, analysis and measurement of correlation, and realtime saves the monitoring data and GPS(Global Positioning System) data to the SQLite file.
