With the development of modern information technology, the expressions of information is becoming more and more abundant, including text, pictures, video, etc. Multimedia is a more than one kind of media information synthesis, which plays the important role in the modern society. With the rapid development of internet and multimedia information technology, the demand for all kinds of multimedia information resources is increasing gradually. Meanwhile, all walks of life are gradually changing the mode of transmission of multimedia information, in order to carry out the introduction of business information, advertisement information release, etc..Multimedia communication through the network has its natural advantages, such as flexible mode of communication and saving resources. In addition, with the continuous upgrading of Android technology and the market share of the continuous improvement of Android applications and Android equipment, making the multimedia devices based on android platform easier to promote. In order to meet the requirements of flexible, interactive and good scalability, a multimedia information publishing system based on Android and.Net platform was developed in this paper. The main research contents, innovations and results were as follow:1) The system requirements were analyzed from feasibility, functional and nonfunctional. It focused on the analysis of whether current technology can meet the requirements, the communication method, the function model, user experience and the expansibility of the system, etc.2) System framework design. On the basis of the overall architecture, the design of android client and server were introduced in detail, including the communication between the client and the server, the data transmission between the server and the database, etc. The MVC design pattern was used to develop the system for making the development more clearly and reduce the cost of software maintenance.3) The implementation of android client and the server was introduced in detail. Java was used as the client’s development language and C# was used as the server’s development language to achieve each function module of the client and the server. The implementation of android client included video, picture player module, text scroll module, USB list display module, browser module and so on. The implementation of the server used MCV design pattern, introduced the Model, View and Controller in detail, respectively. And introduced the implementation of XML-RPC communication. The system test found that the whole system can meet the requirements, the required functions were all available, and the system was running well and stable. Meanwhile, the investment in Anhui Province, Thailand and other palaces found out that, the system played an important role in the field of agriculture, banking, advertising, etc. Especially, the investment in rural areas in Anhui Province promoted the issuance of agricultural information and rural information development, produced good economic and social benefits.
