Bacterial resistance caused by the abuse of antibiotics has become a global health problem. In our country, people use a huge amount of antibiotics every year and the situation of irrational use of antibiotics is very serious, which not only does great harm to people’s health, but also causes huge economic losses. In addition to the policy and market factors, the inappropriate use of antibiotics is mainly due to lack of medication knowledge of doctors and patients. The traditional paper-based antibiotic medication guideline is very inconvenient to use and is unable to adapt to the actual application requirements nowadays. Therefore, it is of great practical significance to build convenient, electronic antibiotic medication guidelines.Since ontology is characterized as explicit, sharable, reusable and supportive of reasoning, semantic-based ontology knowledge base has been widely used in the biomedical field. Meanwhile, with the rapid development of information technology, electronic medical records are common in China’s hospitals and smart phones become widespread among Chinese people. So, it has broad application prospects to combine semantic-based knowledge base of antibiotics with electronic medical records and mobile health.In this paper, we construct an ontology knowledge base containing domain knowledge and medication rules of antibiotics via knowledge extraction and semantic expression on the basis of the existing literature of antibiotics. Then we achieve remote query and reasoning to the knowledge base by the Jena framework and web service. The ultimately formed clinical management system of antibiotics not only allows doctors and mobile phone users to easily query pharmaceutical properties, get drug recommendations according to the diagnostic results and obtain clear reminders when their use of drugs is irrational, but also makes it easy for them to communicate adverse drug reactions as well as comments and suggestions with the administrator on the communication platform within the system. And medical experts and knowledge engineers can use the feedback to continuously improve and refine the system so as to make it to play a better role on promoting the rational use of antibiotics.
