Eighteenth National Congress of the CPC puts forward more explicit requirements to the reform of colleges and universities what is to strengthen the Innovation and Entrepreneurship Education, and to train innovative entrepreneurial talent. To this end, the national colleges and universities have carried out the useful attempts and achieve some results.Some colleges and universities have made a deep research and exploration in the aspects of theory teaching, practice teaching and innovation and entrepreneurship education. Usually in order to test the overall development of each qualities of college students, colleges and universities will assess the overall quality of college students. A comprehensive evaluation was conducted in each academic year, and the comprehensive performance of students in their academic scores, social works and activities, physical fitness and sports skills were investigated. As the comprehensive evaluation of student’s performance, comprehensive evaluation is an important basis of the three-good students, outstanding student leaders and scholarship in every year. It also provide reference to college students for academic reflection and adjustment of learning program. Comprehensive evaluation results of college students are main reference for the employment of graduates.With the increasing enrollment of colleges and universities, the number of students in school has more than ten thousand students, and the data information school needs to store is also growing, which undoubtedly increased the difficulty of comprehensive evaluation’s work. Although the past comprehensive evaluation process used computers, but the manual entry and manually submitted information occupied a lot of time and ener gy of relevant teachers and students in comprehensive evaluation. And even during the evaluation, it will affect the learning status of students. Assessment methods are not perfect, and beside the examination results, the quality assessment indicators is not clear and reasonable, especially the assessment of innovation and entrepreneurship education more in groping, so it often need to analyze and determine the specific situation, therefore, the comprehensive evaluation affected by human factor greatly. It is necessary to combine the school’s actual situation to make full use of the advantages of computer and internet comprehensive evaluation system of college students based by Web when faced with the more comprehensive evaluation objects and higher requirements.In this paper, the comprehensive evaluation of the second College of a university is studied. And based on the university’s specific circumstances, the paper analyses and researches the exiting comprehensive evaluation process, finds out the urgent need to solve the problem, proposes solutions and implements it.The first is the demand analysis of the comprehensive evaluation work. Considering from the role of the comprehensive evaluation, the system set up the following roles: supervisor, administrators, student union officers, counsellors, student officers,and students. Supervisor in the system to play the role of supervision with the higher degree of view permissions, and the each work of comprehensive evaluation can be regulated. The administrator is responsible for the comprehensive evaluation of the college. The student union officer will be responsible for the information of the college entry and editing works. The instructor is in charge of the comprehensive evaluation of the classes. Students can view their information of the comprehensive evaluation, and also can view the public information of class and institute. According to the comprehensive evaluation of the data source, you can set up the score management module and reward and punishment management module. Score management module mainly includes the examination results of each subject and the democratic appraisal. The reward and punishment management module includes all aspects of reward and penalty point of students. In addition, there are user management module and integrated evaluation module. Different user roles are different in each module.Then designing the overall comprehensive evaluation system, it includes the system architecture design, function module design and database desi gn, etc. The system uses three tier architecture in the structure, which is convenient for the improvement of the system function. According to the role of user, the system function is classified. System uses the B/S mode,the stage uses the HTML+CSS design interface, the background code uses the ASP.net technology, and the database uses SQL Server.Finally, to implementate and test the comprehensive evaluation system. Some important settings of the system are described. The key code of the system are explained, the realization of each module are explained, the design of the details are explained. The testing process of the system is described. Through testing,it proved the system can meet the needs of the comprehensive evaluation, and it also found that there are still deficiencies in the system, which needs to be improved.
