With the popularity of mobile Internet, China’s communications industry has ushered in the era of rapid development. However, the scale of the network is becoming larger and larger, followed by the increasing costs of network operation and maintenance. Thus how to improve the efficiency of network operations, reduce costs and guarantee customer’s perception is the most important work of the daily network operation and maintenance. China Mobile Communications Group Sichuan Co., Ltd.(also called Sichuan mobile for short) has 21 branch offices, the head office set up a monitoring center responsible for the whole province’s centralized monitoring and notification. The head office has 120 staffs for monitoring. Each branch office’s equipment failure dispatch group is responsible for analysis and location of the specific reasons of faults, scheduling and other works, which will need 648 staffs for the province’s monitoring and control work. The efficiency is very low.To improve the efficiency of operation and maintenance, Sichuan Mobile carries out the operation and maintenance management mode called “the combination of centralized network maintenance management and localization services support”, the provincial company should be responsible for fault detection, fault handling, fault coordination and other management work of the whole process. Fault lists are distributed to front-line workers for maintenance directly, which achieves centralized management, monitoring and maintenance. It cancels the monitoring duty of branch offices and simplifies procedures, which will improve the efficiency.Therefore, it is urgent to find a way to realize the fault finding and analysis quickly and efficiently, and reduce the workload of the front-line staff and improve the efficiency of fault handling. If we have a system that can integrate all the existing alarm data and locate the fault quickly. That can help the front-line staff solve the fault quickly and benefit the cost and efficiency of the network operations.This paper describes that on the base of the Sichuan mobile’s existing sub professional monitoring work, we integrate the professional network management(traffic management, transmission network, data network management), establish a centralized fault management system and manage the province’s network equipment. By analyzing the characteristics of the common fault scene, we develop common fault location rules combined with the network resources. When fault happened, the system locates the fault reason automatically, thus reducing the time and improving the efficiency of fault processing. It can achieve the purpose of reducing maintenance costs and improving the quality of the network.The centralized construction of fault management system can improve the efficiency of the fault. Artificial discovery and analysis the fault of the work are done by system, which saves the manpower cost. The province can be arranged 400 monitoring staffs to reorient, saving about 3000 million for labor costs each year and cutting fault duration. It will reduce business losses for 60 million and enhance customer satisfaction.Based on the specific practice of Sichuan mobile’s centralized fault management system, especially the requirement analysis, our topic is facing the demand analysis, system design, system implementation and problems and bottleneck of testing of large network management system, which has great practical significance in the reform of the management system of China Mobile.
