With the development of mobile terminal technology and communication technology, mobile video has entered a new stage of development. And the application of mobile stream media, video compression and bandwidth adaptive transmission technology has been mature. But there are still many problems in practical applications. For example, the quality of image and streaming is still unsatisfactory. With the development of mobile intelligent terminal, the demand of the user is more abundant. What’s more, with the increasing scale of video data, the requirements of storage and management of video resources is also higher. We analyzes the key technology of mobile video surveillance, which is applied to the design of mobile video surveillance system. The work of paper has been applied in project "Environmental monitoring on-site quality control perception system research and application demonstration" and project "The interactive information service system research based on the IOS&Android platform".We describes the research status and the application scene of video surveillance at home and abroad and analyses the H.264 coding and decoding, Java NIO transmission, location services, cloud storage and streaming migration technology. And then we propose the structure of mobile video surveillance system, which consists of three subsystems, including mobile video acquisition terminal, cloud storage server, and video resource publishing. For real-time video acquisition and transmission, which based on Android platform, we give the mobile video QoS mechanism to ensure the smooth and video quality of video transmission. At the same time,we combine the location service to improve the expansibility of the system, which helps to overcome the shortcoming of original monitoring system, such as its regional fixed, inconvenience of dispatching and poor ability of real-time decision analysis. For server, we use cloud storage technology to solve the problem of large amount of video data, and the capacity of storage is scalable.What’s more we promote multi factor weighted node scheduling algorithm and Streaming migration algorithm to ensure the reliability of transmission. For the video resource publishing,we describe the mplementation processof history of broadcast, real-time video viewing and basic resource management in detail.The contribution of this thesis:1) Proposed the QoS mechanism of mobile video transmission, which effectively ensure the quality of video and transmiting fluently.2) The system combined with LBS, which not only enrich the video monitoring service, but also simplifying the later analyzing and enhance the system scalability.3) We designed and implemented a mobile video supervision system, using cloud storage technology to storage video data,which guarantee the system’s stability, reliability and scalability.4) We promote a streaming migration algorithm,which make sure seamless connection. This algorithm plays a vital role in maintaining the stability of video data transmission.
